UK and Europe sign historic agreement to strengthen clean energy future

Energy Secretary Ed Miliband has agreed on the Hamburg Declaration,  a definitive clean energy security agreement with Europe. The plan will strengthen energy security for communities and businesses in the UK and Europe during a turbulent period of global instability.

The agreement will accelerate the development of collaborative offshore wind projects between European nations, like Germany, Norway, France and Denmark, taking full advantage of the regional shared energy spanning the North Sea.

The pact between the UK and Europe highlights their commitment to delivering clean and secure energy as the only pathway towards diversifying from fossil fuels. The summit comes after the UK announced a record figure at the latest offshore wind auction, creating over 7,000 jobs and generating £22 billion of private sector investment into UK ports and factories.

A few years ago, North Sea nations committed to developing 300 GW of offshore wind in the North Sea by 2050, responding to the escalating conflict between Russia and Ukraine, and the weaponisation of the region’s energy supplies. The latest deal means that for the very first time, nations around the North Sea have confirmed they will produce 100 GW of offshore wind power via joint clean energy projects. This includes new offshore wind hybrid developments, offshore wind farms directly connected to several countries via interconnectors. This combined agreement is defined in the Hamburg Declaration, confirmed recently at the Future of the North Seas Summit.

The Energy Secretary met European Leaders to drive forward plans to make the North Sea a global leader in clean energy. The summit includes leaders from across Europe. Energy Secretary Ed Milliband explains that the pact represents the rising national interest to strengthen clean energy, which will enable the UK to reduce its dependence on fossil fuels and provide the nation with plentiful and independent energy. Milliband highlights that after the latest renewables auction, the UK signed a clean energy pact with Europe to ensure the nation increases its clean energy potential in the North Sea.

Interconnectors are critical to delivering regional energy security, enabling countries across Europe to transport clean energy to the areas that need it most and remove Europe’s dependence on volatile fossil fuels controlled by other regions. Other outcomes from the summit included the Energy Secretary signing a statement of intent with Germany and other nations to boost the interconnected offshore grid, enabling cross-border offshore electricity projects, prioritising collaboration, cost-sharing and market arrangements. 

The UK also agreed on a framework to enhance the partnership between Germany and the UK on offshore hybrid assets. This includes advanced subsea infrastructure combining offshore wind connections with electricity interconnectors. Ben Wilson, President of National Grid Ventures, explained that the recent agreement represents an integrated energy system spanning the North Sea. The latest projects are vital for strengthening resource efficiency, lowering costs and reducing the impact on coastal communities. Partnerships on projects like these are vital to delivering secure, affordable energy for the region. 

The UK’s energy industry is committed to the efforts confirmed at the Hamburg North Sea Summit, transforming the North Sea into a leading regional clean energy hub.
